Testing of Wastegate Actuator?

Testing of Wastegate Actuator?
i was wondering how you go about testing this? i tried sucking on a tube from the fender side untill i turned blue and then i let stopped and there was no movement anywhere. I know i can at least get 25" on a vac gauge. Any other way to test this?
