Testing the Charge Control Actuator

I am solving a secondary boost issue (non existent secondary boost) and I read in testing the charge control actuator the rod should be pulled in at idle. Then when you shut the car off and remove the hose from chamber A the rod should be out. The rod on my CCA is out as soon as I shut off the car so removing the hose will do nothing. Does this mean it is bad?
I should add that pushing the rod in and holding my finger over the vacuum nipple will hold the rod in until I release my finger. Not sure if that helps.
Just trying to eliminate things one by one. Thanks!

Is your vacuum chamber holding vacuum? If not, make sure the check valve for it works. Next I would look at the charge control solenoid in the rats nest and make sure that works as intended.

Thanks guys. I have read that thread and it is very helpful. However I was curious if the chamber that port A is connected to was supposed to hold pressure or something. The test states to remove the air hose and the rod should be out. Mine is already out when the car is off. I thought that may point to something with the cca.

I replaced all check valves with Viton ones and all solenoids related to the turbos are new. I supposed that does not mean they all work as they should.

When you turn the car on the rod is sucked in because the car is making vacuum. If the car is off the rod is out.

It's exactly as Fritz says. It'll only operate with vacuum. To test if it's leaking you'll need a MityVac pump.
