After I Did A Boost Test, My Boost Is Reading 8 Psi Not 10? What Can Be Wrong? Help?

i did another test and find that at 2500 i can feel power but 5000 rpm, it dosent seem like there is power..power is felt most at between 2500 and 4500...what can be wrong?
