lol some people in the UK here quote the engine as 2.6 but technically its 1.3.
As for the water and oil usage, you should be using a small amount of oil as the rotary engine has an oil injection system to keep the inside of the engine lubricated. (i usually use about 1/2 a litre every 2 to 3 months shouldnt be any more than that). Now water usage can be something simple or something major. How much are you actually using and what are you measuring your water tempratures with, aftermarket gauges, what are your tempratures??·

Your engine should use a small amount of oil. It was designed to inject a small amount of oil directly into the engine.

There should be no water usage at all. Zero. Sounds like you have a coolant leak or a blown engine coolant seal.

118 C is way too hot. You're about 7 deg away from the red line on the stock water temp gauge. Your engine should not be using any water unless its being boiled out, and vaporizing as steam which in your case it may very well be.
