stutter under boost, need help!

Ok heres my situation and ive searched through the threads trying to find the same thing that my car is doing but cant really.

I have a 94 with relatively no mods but a fairly new rebuilt motor with about 150 miles on it. Car starts fine, and idles good for the most part and drove really well on friday all night, and again saturday for most of the day, it drive fine over to a friends house in the early evening where it sat in his driveway for about an hour. when we got in to go for a ride it started fine but idled pretty low which i dont think was anything to worry about as it was still warm, but as we got to driving it was like i couldnt push the gas too hard or it would start stuttering and there was a real loss of power if i let up on the gas it was fine and it would rev normal also when the gas was pushed hard in neutral it seemed to be only under load that it would do this. there was also an odd exhaust sound that seemed to come from under the hood it didnt sound normal.

Since i had to drive it home anyway i just kept off the gas and it seemed to go fine still making the turbo whine on the primary turbo but it almost seemed to do the stuttering when the second turbo came on or under boost aside from that it still runs fine and idle is good.

When i got it home i noticed that the coolant hose that exits out and down from the expansion tank had been blown off but i doubt that is related. I have thought that maybe it was a fuel pressure regulator or a map/boost sensor, i did check the map sensor hose and it still seems to be attached properly but have not checked too far into it as i dont really have the room to take it apart at the moment...

any ideas or help would be greatly appreciated.

where you boosting on a motor with only 150 miles on it? does the weird under-hood exhaust noise happen all the time or only at certain RPMs?

im sorry i dont quite understand your question.

and yes the noise is only under boost
and starting the car recently seemed to take a little longer almost like it was struggling and there was a strong smell of gas at the tailpipe when i started it yesterday.
