stock wastegate difference??

I installed a set of turbos I had sitting around because the ones I had on the car were bad. I did not really inspect them well and after driving the car and getting only 3-4psi of boost, I did some diagnostic work to see why I wasn’t getting full boost. I eventually got to the wastegate and noticed that the WG actuator was holding the wastegate open about half way. So I measured the rod length and compared it to 2 other WG actuators and the lengths were all the same. I then got out an old exhaust housing I have and checked the movement of the wastegate compared to the arm. Here is what I found after I removed the problem turbos from the car…

As you can see from this pic of the wastegates on both housing closed, the arms are at different angles/positions (circled).

Question

So my question is:
Has anyone seen this before?
Is this a different year or make of turbos?
Or has this set been modified or abused?

Here is another pic of the wastegates in the open position (circled)…

Sorry,
in both pics the top is the problem turbos and the bottom is the normal housing.
