stock FD3S, slow/lagging tach

What will cause tach to respond slow? Car revs and drives normally, but tach works like in slow-motion.....

Any ideas?

The engine is not making enough power!

There is a writeup some where about bad soldering in the instrument panel causing tach problems. Look for it.
