Still trying to track down my primary boost issue!

I’m having a hell of a time figuring out what’s going on with my car. 93 FD with a Power FC ECU base map. Simplified sequential vacuum setup. No emissions equipment. Down pipe and cat back with a clogged cat.
issues I have found are the turbo control actuator by the exhaust manifold does not function with the koko test. And when it’s tested it has a slow leak on the pressure side.I have another one and it tested the same way. Are they both bad? And when I remove the hose from the pressure tank by the alternator I don’t here air come out. But it does pass the pressure and vacuum test. I don’t believe I have a boost leak. solenoids are new and same with check valves and I believe are functioning properly. I have a 2-8-10

Is my tca bad? Would that cause me to have only 2psi on my primary?

A blown turbo or your vacuum lines are incorrectly routed. Seems like you're going through the process correctly

I thought a clogged cat would prevent from getting to higher levels of boost??

Starting with the clogged cat can only help but I would say blown turbo or something wrong with your vacuum lines. Double check what you did.

I tried testing the electrical connections to my solenoids today and found that the connection for charge control solenoid had no power. Should I be seeing power at idle there? Also ccv on pfc has a solid circle on it. The ccv does move with koko test. My tca does not move with koko my symptoms are still 2psi primary turbo then 8-10
