Exclamation Speedometer moves with tach!? AT

Okay, when the car is stopped, the speedometer moves in sync to the tach.... once the car starts moving about 10MPH, the speedometer then drops back down and continues to function properly while the car drives. Once it stops, it goes back to doing that same thing with the tach. The odometer only comes on like 5% of the time. And when it does work, the speedometer doesnt sync with the rpm anymore.

History: Car worked/drove fine then it cought on fire. The fire destroyed the wiring harness and hoses etc. All has been replaced and the car starts and drives fine except for that.

Any Ideas???

oh, btw.. the pfc speed senor readout reads correctly.

Check the grounding of instrument panel.

Car stationary but speedometer moves with RPM
