Sound like carbon lock?

I pretty much had everything together. Wanted to turn it over by hand before cranking it with the starter (with egi fuse pulled)
It will move about an inch with my 3/8s drive wrench pretty easily and just stop. Its been about 6 months or so since I've cranked it by hand. (Which it did, successfully). At the time I shot some fogging oil in the plug holes and put just a little two stroke and turned the engine over. Car has sat for 1 year in total.

During the time it was down I did a switch to single turbo from stock twins.
It stops regardless of direction. No belt tension or plugs.
I taped up the holes to be sure I wouldn't drop anything in there.

I'm stumped. I was expecting to start the car today but this is a large set back.

Any input is appreciated.

HAHAHA, car was in gear. It spins pretty easily now that it is in neutral...
Is there supposed to a little fight back with the belts? When I turn the crank pulley; it'll turn and the belts will fight back a little and turn it back the opposite direction just a bit.

Don't feel too bad. I know someone that tried to push a car that was apart. The car had the upper off and paper towels in the runners. He decided to get 3-4 guys to help him push the car when it wouldn't move. Car ended up being in gear and it sucks the paper towels into the motor. Compression will tend to kick the motor back a bit.
