Sorry, yet another boost problem

O.k, during the transition from the primary turbo to the secondary turbo, the secondary turbo's boost flutters at around 5 - 6 p.s.i between 5,000 rpm to around 6,200 rpm's. At around 6,300 rpm, it will spool to the set boost preasure to redline. My question is, does anyone know why my boost preasure is dropping down and staying at 5 - 6 p.s.i for so long. These are new 99' spec turbo's with less than 800 miles of use. They were working fine. I've spend the last couple of days looking at past posts on boost problems, but none seem to mimick my problem. So I'm forced to write yet another boost problem thread. Here are my mods :

M2performance air intake
M2performance med. intercooler
'99 spec JDM twin-turbo unit
M2performance 3" down pipe
Greddy power extream cat back exhaust
Greddy intake elbow
Greddy Profec b spec II boost controller

If "it was working fine" before, I would look at the turbo pre-control and associated solenoid area of the secondary turbo. It sounds like your secondary turbo is not getting spooled up prior to the CCV valve opening up, where the secondary turbo is expected to come on line.

A lot of possibilities.
