Simplified vacuums question

hey guys I'm starting to put the car back together, from doing simplified rats nets, only thing is I'm in the blank to what needs to go on this turbo outlet, is it supposed to be block off ? I'll post a picture of the diagram thanks in advance

goes to the metal tube next to the oil turbo line, wich goes to the lower port on the oil filler neck
