Simplified sequential, EVAP purge and CA smog check

I just bought a 1995 with a simplified sequential setup that I am restoring emissions equipment onto so that I get get past California smog check. I found a strange setup with the evaporative emissions purge control that I want to run the knowledgeable people on this forum-

What I found was a seemingly complete evap purge system with the exception that the vent hose that connects the fuel tank vent to the engine purge pipe was disconnected and zip tied so that the rubber hose was facing towards the ground and zip tied in 2 places along the fuel supply and return pipes. The metal purge pipe on the engine was venting to atmosphere, and it seems to be fully connected (the separator tank is connected to the metal purge pipe, and the other side of the separator tank is connected to the purge solenoid which is in turn connected to a vacuum port on the UIM). And the purge solenoid is plugged in.

I was really happy to see that all these parts were still on the car, which is missing many other parts, but what I can't figure out is why someone would leave all the purge components in place and connected, with the exception of the tank vent hose which was very deliberately disconnected and tied off. Is there something about simplified sequential that I am missing that would have open atmosphere venting a good thing?

Next question is for those with California smog check experience. The car does not have a airpump diverter valve or AWS. I am piecing together the airpump diverter system, but I am on the fence about restoring AWS. The parts are not so expensive but I really don't want to stick this valve on if I can avoid it since I really don't want to have the system and even if I restore it I will probably block the pipe so that it does not actually function but is there visually. But I am worried that if I don't have the system the smog check technician will see the capped-off port on the intake pipe and fail me for missing equipment. The same concern goes for the double throttle which is capped off with a plate. If the guy knows what he is looking at, I will probably fail for missing equipment for this as well.

For you California owners living in enhanced smog check areas, are you getting by without AWS and the extra throttle system?
