Should you rebuild the Stock ones or buy a set of larger turbos?

Should you rebuild the Stock ones or buy a set of larger turbos?
If you bought rebuilt T88's, do you have to upgrades the intercooler as well cause the stock intercooler can't cool down the larger turbo's?
