Should these nipples have caps?

My car is a single turbo without emissions. I noticed these nipples do not have caps on them. I can blow air in to them easily, but I do not feel any air coming back out when its running or other wise.

They can be left open. They are just pass through's to the other side. You will not have a vacuum leak if they are not caped

Yea just like Renesisfd said. they are used to connect the solenoids under the intake manifold to the actuators on the Y pipe for stock twin turbo cars.

LOL. Thanks guys. It seemed strange I could blow air in to them but I couldn't feel it coming back out. I didn't stick my hand under the uim though.
