Sequential turbos

do Sequential turbos spool together or does one kick later then the other

One turbo spools, then the second one kicks in at 4,500 rpms. This is the why there is a "dip" in the boost pattern. (10-8-10) With a non-sequential setup, both turbos spool together.

what would cause the second one not to kick in?

There's a million and a half reasons why the second one may not kick in. Are you having a problem with the second turbo not kicking in?!

In case you're curious how the system is supposed to work...

Where I would look, in order:
- Tear in intake hose coupling (between the turbos and intake elbow) - remove each and turn inside out, looking for a small leak
- System holds vacuum and pressure without leaking
- Correct vacuum and pressure going to the TCA at exactly 4500rpm
- CCA opening at 4500rpm

If you don't have a pressure and vacuum Mityvac tool, now is the time to buy one.
