rpm counter problem?

rpm counter problem?
Today I have gone to a car dealer to check rx7 fd 1992 model to check it and if it is good to buy it.
I check the chassis and is very good the doors close well , hood the same only one plastic miss under the back right fender this one near the exhaust.
But when I turn the key to on to check the electrics with not running engine the rpm counter stack on 2500 rmp and didnt fall down.All the other electrics is work perfect only this with rpm counter problem is bother me.
What kind of problem is that?
Also because the console have some scratches can I fix it easy?Or I need new console?
And finaly the housing of turbo air filter is little brake and is fix with epoxy glue.
This is expensive if I wish to replace it?
But I think the most important problem is that with rpm counter please help me.

I think most of the interior parts are expensive because there really is only one source for them (the dealer).
However, if you are willing to buy used parts. many people here may have what you are looking for in decent condition. Post a Wanted To Buy (WTB) message, and see if anyone has what you want. You may even be able to find a used rpm counter that you can try in your car to see if it fixes the problem.
