Rattle when clutch pedal pressed?

I have a brand new exedy twin plate carbon clutch with the flywheel and counter weight. I have searched and people are saying it is normal for the plates to rattle when the clutch pedal is pressed to the floor and some say it's the release bearing?

Which is it? I will pull the tranny again but if someone has an answer it will save some time.

Normal. When the pedal is depressed the clutch is disengaged, the twin discs will transmit a rattling sound
