rats nest troubles

So i am in the process of a few things right now, replacing double throttle control solenoid, silicone vac lines and putting 850's in the primary rail. I have the top of the motor torn down to the rats nest and i can't get the 3 screws that hold the solenoid rack down off. Any suggestions??

I always remove each solenoid before removing the rack. It takes some careful use of a skinny flat-head screwdriver, but once you get the first one or two removed it gets easier. Then to remove the rest of the rack you need to pull the fuel lines and unscrew the whole big rack from the engine block.
