Qusetion on Elbow

The opening on the stock elbow on the top. Whats it for? My is plugged up. Its on the top right before it turns. Its an opening, for a vacuum line of some sort. I dont have any pictures. Thanks a million forum!

does your car rev to 3000 when you start it up cold?
