quick question on rear shock re-install

I'm confused about one step in the FSM, see attached photos. It mentions aligning some paint marks and the rubber piece on the top of the shock. I did not see any paint marks and I don't recognize the little tabs shown on the right (upper area in my attached picture. It seems like once the rubber piece slides onto the shock shaft it can be turned/rotated because the shaft will turn and it's notched to match the shaft.

Also when torquing the top nut on the rear shock, the one that holds it in place against the chassis, I followed the FSM for torque specs, pretty sure it was around 30 ft.lb and the shaft just kept spinning along with top rubber piece that is inside the car, not easily but I was not able to get it torqued because it was spinning the rubber piece (the one under the car) that holds the spring retainer onto the top of the shock.

I usually use an impact gun to zap in the center nut. If not, I would use a vise-grip with layers of cloth like a shop rag, crimp onto the middle shaft, and then use a torque wrench.
Also, dont mind the aligning of the rubbers. Usually on removal, people would make it with paint and such. However this rubber piece can be placed however you want. So it doesnt matter.
