It will be as safe as your right foot will allow it to be.

The rpms really don't matter, just don't slam on the gas enough to boost the car and you'll be fine.

Rpm's do matter some what. I have had a boost problem with my car since I bought it. I just installed my boost gauge and found the power cut at 3k was not a hesitateion but my Pri-turbo going to 14psi and hitting the fuel cut. If had done this at 4k+ my engine would have blown for sure, but low rpms=less airflow than high rpms. So the stock ecu can dump enough fuel for that much boost down low but up top it can't. Btw the boost gauge has been the best thing I've installed yet, cause it help me dignose my car more.

Oh and sorry I'm NOT trying to slam you or totaly prove you're wrong, just saying what I've personally seen.

You are talking about "boosting". You can very well run the car up into the upper RPM's without being on boost.

In that case, RPM doesn't matter. He needs to say off boost until he tunes the car which is why this case is different. When troubleshooting boost problems, rpms do matter.
