questions on front lips

will a 99 spec front lip fit on a USDM FD, and if not, could someone clarify if the seibon carbon fiber lip is 99 spec or US spec

The fitment is not perfect, but I still prefer this front lip than the 93 one... Take a look, this is mine once installed:

How easy is it to install a front lip if your car did not originally come with one. ('94 Touring)?

Are the holes in the car already there and unused, or do holes need to be drilled in the car as well?

For the most part, they resuse the holes for the undercarriage. However, with something like the '99 Spec lip, you may need to widen or drill new holes if you are using the older style front bumper.
