Question about factory secondary injectors

When the car is in neutral and you rev it up past 4500rpm, should the secondary injectors be firing?

I tested this and only the primary injectors fire, when I crack the throttle to WOT it boggs terribly.

Am I right to assume the secondaries should be putting fuel in even with no load on the engine?

The secondary injectors come online when the duty reaches a particular percentage (40% or so is the default on the PFC base mod map, for example).

Duh, brain fart lol.

Yeah theres no way of maxing out the primary injectors with no load.
