ON Pulled Purge Control Code (40)....Question

Hi Guys,
After finishing vac hose job I'm getting a 40 code (solenoid valve/purge control), need something clarified please. When I took everything apart to start the job I found it strange to find charcoal in the catch tank (at TB) and in the hose leading back to the charcoal canister. I realize there is a screen in the tank to prevent charcoal getting to the solenoid valve itself (or beyond), but does this suggest the charcoal canister has failed (by letting charcoal escape), and do you think this has something to do with current problem-high/hunting idle)? Also do I understand correctly that at idle the PC valve is open, then closed on boost? Concerned about fine particles getting past solenoid, check valve and into intake!
What's the best route to solve?
