Question Profec-b Tunning In English PLEASE!

I got this thing hooked up to the wastegate with out capping the bottom nipple. I see this is apperently wrong. I get about 14psi if I floor it on the primary. Then on the twin mode It will spike @15psi if I,m not carefull. I just dont see how the profec-b does anything.On top of that now @ about 6500 rpm I get what I,m guessing is a fuel cut and the boost cuts off almost complely. The boost was to high before install ,but now it`s just unpredictable. Why does tunning the profec-b seem so hard? Is it a piece of **** or am I just A Moron?psi

Alright I think I got the low mode dialed in.In case anyones wondering I got the stepper motor mounted on the plate were my cruise control used to be.I ran to the wastegate only[the four inch hose]. I did not cap the bottom wastegate nipple.I just left this connected.Ive got the dip switches set on..off..on..off. The balance **** I have set at 12 o-clock.The low **** is just a few[2]notches clockwise. This seems to be working pretty good about 10psi in primary then about a 4 lpd dip then when the other turbo comes in line im gettin abou 12 psi. Im content with that.Ill try to tune the high mode to 13psi. which I feel quite comfortable with.Im still all ears If anyone wants to chime in here.
