QC problem with non sequential boost

so here is the thing, i have a 92 jdm FD running non-seq with hks feed tunned piggy back, just did a rebuild this summer. So right after the rebuild the boost is kept at 7 psi by blocking the vacuum hose coming from the waste gate actuator. i drove it for about 1000kms decide to crank up the boost to 0.8 bar (about 12psi). then i bought a manual boost controller from eBay connecting it to the blocked vacuum hose. tested it out, It's not boosting over 0.5 bar whatsoever,then i try to remove the manual boost controller let the vacuum hose fully open, the boost goes up quickly.


PS. first i thought its the problem with the boost controller so i called the vendor and they sent me a new one, result is still the same.

maybe i installed the boost controller wrong? does anyone have a picture of how manual boost controller should be installed on a non-seq?

pic didn't show up. make sure you capped off the other port on the wastegate actuator.
