Pro blend water cooler and oil cooler?

I was at O'reillys and saw some stuff called pro blend (the name brand) it claims to cool water by 40f and oil by 50f. I was wondering if anyone runs this stuff. im just wondering if it really works or not. I dont see how it could work but some people swear by it.

RTS3GEN (Art) uses this stuff in his water-based coolant. Art switched back from Evans NPG+.
