Primary boost spike - pre-control pill?

When I replaced my engine I finished replacing all of my vacuum lines as well. I made sure to place the boost pills in the correct lines and zip tie them in place. Now I am noticing primary turbo boost spike if I slam down the gas (13-14psi). If I ease onto the gas more slowly I can get it to 10 and it does 10-8-10 correctly.

I have a catback and a downpipe - but this was never a problem is lower gears prior to replacing the vac lines.

Would using vacuum hoses that are not the same inside diameter as the original in other places cause slow turbo pre-control operation? Would removing the pill from the pre-control line help keep boost at 10 during primary turbo operation?

Any advice would be greatly appreciated.
