primary boost loss

Ok, I recenlty had a question about losing boost and someone turned me in the right direction saying that i had primary boost loss, my boost pattern is 5-2-9, and that i should check some other threads. So i have been doing a lot of research and I have decided that the turbo precontrol actuator is the problem. I have yet to tear apart the car but i have a couple of questions. First, I have not seen one thread where they have the same problem as i do so I was wondering if someone has ever heard of this or if it has happened to them, where they have hardley and primary boost and almost perfect secondary boost. My second question is, how do i test the precontrol actuator?
Or if someone else knows what it might be?
