Primary boost issue...

Ok, here we go. My primary performs beautifully out of the hole, the boost is very responsive, the car seems "torquey", and the pattern is strong not showing any leaks on the gauge. Also, my transition is very smooth and when the turbos come on-line together the car pulls very strong. But my problem is when I am cruising. I can be at say 3000rpm's and WOT and the boost builds quickly, I hear it and see it on the gauge but the car doesnt not pull very hard. Could there be a leak somewhere aroung the y-pipe area, even though I am not seeing it on the gauge? Or is it to do with what I believe to be the trurbo pre-control? Turbos are new 99 efini's....
