Prevent bumper rippling...

I just put a non-rippled bumper on my car, replacing the old warped one:

I left out the styrofoam pieces, half by accident, and half because I don't see how they can support anything. They don't put any pressure on the actual surface of the bumper.

Is there a way to prevent the warping? I was thinking I could use some expanding foam under there, or some type of ribbing.

Any tried and true methods?
