Power Steering Rack Cleaning

The inner tie rod boots on my car have been slowly falling apart. The time has come to replace them, and I'm wondering what solvent would be most appropriate to clean all the old grease and probably a little dirt out of the rack without damaging the pressure seals. I was thinking about getting an air gun with a solvent pickup tube and blasting ATF in there, but I doubt that will remove much of the crud. Ideas? Clearly, it can't be water based, and I'm afraid brake cleaner will be too aggressive on the seals.
