Power Steering Issues

ok well not sure if this is normal, but i just changed my inner and outer tie rods. and making sure the boots were set and tightened properly. i had someone move the steering all the way left and right.. Then i notice fluid coming down and knew it was ps fluid.
Looking where its coming from and i open the hood and look, everytime the steering is moving from left to right, i can hear air escaping from the cap and pushes out fluid.
Is this normal for our cars to do when its not started? Im going to start it and see if it does it when the car is on

i dont think it does it while the car is on, could the steering rack be going bad?, this is how the boot looked before i changed it on the driver side.

powersteering issue was fixed, appeartly my max and min indicator was stained and thought it was still full, it was actually low. i ended up draining out the old fluid and replacing it, (nasty brown color)
