You can coat the end tanks of the IC without issue. Just don't coat the core. There is a special paint you can buy which is for painting cores for radiators. Since an IC is similar, you could use it there as well if you need.

look for posts by goodfellafd3s, he no doubt has pics of ceramic coated parts. You usually have the choice of the chrome-ish looking coat or the brown/black-ish looking. Ceramic is more for heat transfer prevention, while powdercoat is more for appearance of lower-temp (non exhaust) parts but doesnt have much of any heat transfer properties.
