PCV and vacuum leak ?

Ok, here is the problem: 93 FD, running poorly, acts like it has a vacuum leak. Idle is erratic, and it drives very jerky and lacks power when you give it a lot of throttle.
It boosts fine, but lacks power up on the top end.
Like I said it has all the typical vacuum leak symptoms.
So, I thought I would pressurize the intake system and see if I could find/hear the leak. I have messed it with it for quite a while and found a few small leaks. But, today I found the BIG leak. It is leaking air out of the oil dipstick tube. So, my question is, is this normal? Or is this maybe a PCV problem, like a one way valve leaking back in to the crankcase? It is leaking air out faster than I can pump it in.

Any thoughts?
