PC Actuator...coming up short?

I'm not sure how far the actuator is supposed to travel, but here it the deal.

I'm getting low prespool. I suspect my pre-control actuator is faulty because it moves so little. I have adjusted the arm well past the recommendation. It is up from 6psi to 7.5 psi at the transition. I might be able to spin the end on the arm one more time without it being too long.

I took some video of it as I applied pressure. The system will hold boost so it does not seem to be leaking. At more than 10 psi it moves a 1/4 inch or less.

In the photos linked below, the right-most line indexes the actautor and flapper at 0 psi. The left line marks how far it moved with more than 10 psi applied via a Mighty Vac.



What do you think? Is this actuator coming up short?
