PA emissions/ high flow cat

My current mods include intake, catback, downpipe, and PFC with base map. I was recently having boost problems which were due to a clogged precat. My car has 42k miles. I assume if the precat was clogged, my main cat is probably starting to clog too. I'm wondering if I should get a high flow cat.

Unfortunately, I have state inspections so a midpipe is out. Shouldn't a high flow cat pass an emissions (sniff) test? Suppose it does just fine for the sniff test, what about the visual inspection... might I fail just because it is not the OEM cat?

Will I be safe to run the PFC base map still (after adding the high flow cat to my current mods)? If I got it dyno tuned, would my horsepower gains be significant?

Lastly, there seems to be some debate in the threads I have read as to whether or not the gains with a high flow cat will be noticable. I've seen members ask what kind of HP gains can be expected, but have not read any answers. Anyone know?
