The Oil Metering Pump injects a small amount of oil into the combustion chamber to keep the seals lubed and sealed properly. If you remove the pump and block it off, obviously you will no longer be injecting oil into the combustion chamber.
People normally remove the OMP when going Haltech, because it doesnt control the OMP. Downside (I think it's a plus) is you have to run premix now. You can purchase premix from places like Pettit, but it's essentially two-stroke oil. Alot of people use jet-ski oil.
I think that route is better anyway, cause premix lubes and seals better than regular dino or synthetic oil.
As far as the full procedure...we'll it's not that easy. The pump is located kinda under the thermostat housing on the turbos side. It has two thin tubes coming out the top...one going to each rotor housing. These will also need to be removed, and their nipples capped (glued and zip-tied would be best). There are three bolts holding the pump on, and they aren't very easy to get to. A shop manual is a must on this one...and I wouldn't recommend doing it unless you are VERY comfortable working on your own car.

I was reading the manual and it places the OMP as a cause for starting problems (which i'm having). How could it cause these problems? Too much oil into the engine or what? Electrical issues?

I dont think it would be necessary to remove the actual oil injectors. More of a hassle really. Just cap the nipples.
As far as the OMP causing starting problems...the only possible scenario I could think of is injecting too much oil. Oil obviously doesn't combust like gasoline, and too much oil would inhibit the gasoline from burning properly. Try just disconnecting the electrical connection to the OMP...add a little two-stroke oil to the gas tank...go from there, see if it solves or helps your starting issues.
