There are a few problems which are all likely contributing to your oil mess.
1. There are two hoses coming off of the filler neck, and just like all the vacuum hoses you are replacing these hoses are stiffer than they used to be. The hose pointing down connects under the coil tray and there isn't any clamp on it. Even though there isn't any presure in the line, it still can wick out and make a mess.
2. There is an o-ring where the filler neck connects to the filler spout on the block, and like the hoses becomes stiff and doesn't seal too well over time.
3. The PCV hose should be pretty easy to see, and replace
4. Depending on your block there will, or will not be a nipple at the base of the filler spout, and in the casting pointing to the rear housing. If there is a nipple then it will most likely have a cap on it that no longer seals. Like I said, you may or may not have this, I have two engines and only one has it, although they both have a flat spot for it.
5. Use a rag and a funnel when filling up with oil.
