Is this normal? BOV and CRV

I was working on the car yesterday and noticed while it was running in neutral one valve was open and had air blowing out constantly. As I reved the car there was no changes at all other than more air came out. I thought it was strange to be loosing pressure/blowing air out constantly.

depends wich one was open. CRV = Charge relief valve, it lets out the "boost" generated by turbo two as its being prespooled until the valve in the y-pipe opens, CRV closes and turbo 2 comes onlline.
