No boost on 99 engine/turbos

I got my 99 complete drive train swapped into my car, wired, and running. Yes I am using the stock 93 wiring and ecu with the 99 black box and sensors.

The car runs great, except I have no boost. I have not pushed it, but I have not been able to build any boost. If I hold the pedal where my old 93 would start to, it just hovers at 0. You can hear the turbos spool.

Is it possible I switch the wires on the turbo control solinioids (the green ones on the UIM side by side?

Any other clues? Would this be a wastegate opening and not allowing any boost to be built? Im just semi lost. I will take a closer look tomorrow and get it running correctly then post a write up.

I have read the auto specalities turbo diag page, my second turbo works (that scared the hell out of me, haha). So its down to the primary having an issue. I will check it out tomorrow.

Just incase you have not, I recommend resetting the ECU. This is a real easy and fast task. Disconnect your negative battery terminal for 15 seconds, then reconnect it. Take it for a spin.

Then you probably have a line plumbed incorrectly.

For proper primary operation, the charge control and turbo control actuators and solenoids need to work properly. Given that you're using a different rats nest, I would start with those solenoids and see that those are plumbed correctly.
