The turn **** where the lighter would be never seen that before anyone have a clue

My guess is that someone custom made it. Look behind and see if it looks like a DIY job.
Probably used as an engine star switch...

That cluster is the 'proper' way around, as its how they are in the Motherland home of Japan- Right Hand Drive.

Your American ones are technically the 'backwards' ones :p
