Do you need switched power? I tapped one of the diagnostic port pins to provide switched +12v to a relay.

Are your daytime running lights already connected to a relay? If so, just poke around with a test light until you find a switched +12V, shouldn't be too difficult to find.

one of the lights come on when I turn the light stalk first click to the right, but the province that I live in requires day time lights to be on when the ignition is on (spark)

There is a +12v IGN slot right above the fuse box.

Use a multimeter to find the right one, you will need a spade connector to get in there properly.

EDIT: "engine bay fusebox"..... sorry.

You should be able to find something, just pock around with a multimeter. Try the EFI fuse or something. The safest source to use is the one I pointed out above.

Just and idea, but maybe there's a way to bypass the first click on the headlight switch? That way when you turn on the car, it thinks you've already turned it that one click? I wouldn't think that would be too hard to do.

I don't recall exactly but I just checked each pin for 12v with the key on and then off. It's not rocket science...
