need help opening Headlights on a front clip

I need to remove the headlights of my front clip and I have tried to apply power to the connector but no luck I need to open them so I can get to the bottom bolt.

there should be a dial , usually with a black cap, that can be turned to raise the headlights up and down manually. Hope it helps.
