I think my problem is the wastgate actuator is stuck.

If the wastgate actuator arm is all the way out is the door open or close?

Any other info would help

Firts of all you have an Open exh. and that WIll make boost creep(Slow rise of max boost at high rpm - caused by inadequate size of the wastegate) you can port your wastegate and get a boost controller but your best bet is to port the wastgate and put some restrict plates in the exh.

 

My wastegate is ported and be runnung the set up with no boost spike at all till now.

 

Do you have a boost controller? If not, I suggust you get one.
