More turbo rebuild questions

Here's the problem. I was under the impression that the compressor wheel was splined to the turbine shaft and of course they're not. I intended to mark the wheel to the shaft once I got the nut off, but when I removed the nut the wheel shifted position. Am I correct in assuming that I need to have them rebalanced now? Also in the case that I do, how is this done? Do I just send out the wheels or do I have to send out the whole cartridge? Also, what is a good place to have this done at?

I would have them rebalanced just to be on the safe side. You're not using turbo city kits are you?

Yes they are turbo City Kits. All the searching I did before buying them had positive feedback, but as soon as I bought them, the continued searching found more and more people dis-satisfied. Can anyone tell me why?
And I still need a good place to send the turbines to be balanced.
