Mainly reliability mods i suppose.. make sure your car's in running order before you start to actually mod.. such as boost gauge, water temp (stock gauge sucks), egt.. turbo timer (you don't NEED one if u just turbo time it yourself).. aluminum ast (or just eliminate it all together).. silicone vacuum hose replacement.. replace all your plugs, plug wires, fuel filter, air filter, oil filter, oil just so u know that you're starting off with a fresh start.. and then once u got all that done, i would get a dp first..

Well, obviously $500 isnt going to get you too far if we're talking just performance. A downpipe and intake would just about suck all that up. But, if you're just asking what the first $500 should be spent on, then I would recommend (like someone earlier said) a good boost gauge, silicone vacuum hoses, basic tune up stuff (plugs, etc) and a downpipe.

Also you can make your own intake. Do plenty of cheap reliability mods, buy a used computer, and(this is really cheap/tacky, but good bang for the buck) Root out both of your cats. Sure it will be bump, but what the hell. What better bang for the buck can you get than paying nothing. BTW this is not the route I would personally go, but if you're poor you could. Then again if you can't afford a few mods you probably can't afford to properly maintain the car anyway.
For 500 bucks your best bang for the buck would be a remapped used ECU like Pettits or M2's. It will increase boost and fuel making much more power than stock. Other Mods like Downpipe, Catback exhaust, Midpipe, intake and intercooler will also increase the ECU's performance and in some cases are needed so you dont run overly rich. You cant run many additional mods without an ECU anyway.

If I had a stock RX7 and a limited budget these are some of the first things I would do.
under drive pully, short throw shifter, silicon hose upgrade(reliability), boost gauge, K&N stock replacement, down pipe, Evans coolant & Royal purple in the diff, tranny, & engine.

hmm i would say if you want reliable get a radiator, do you vaccum hose, get a water and boost gauge. If you want power it depend what you have done so far. If your stock get a intake and exhaust (bigger the better)..
If you want handling get some good tires, it will really save you *** when you need it. and driving class would really help too.
