Low idle on start up

I would start by cleaning the ISC, if it is sticking that could cause that problem. Sticking ISC is fairly common and it's not hard to clean.
Search around, there's some info on the forum on how to do it.
The ISC sets your idle speed, if it's stuck closed you would have a very low idle.

Any reason it was deleted? ISC does it's job very well and isn't in the way.
That said I'm not sure how you are setting idle speed, you may need to play with the throttle stops or something.
