Let off throttle, RPMs hang around 3k for a bit before falling.
If I accelerate in any gear beyond 3k RPMs, then press in the clutch and let off the throttle, as the RPMs fall, the motor sorta "hangs" around 3k for a moment before falling the rest of the way. The car has to have been under load for this phenomenon to occur; it doesn't do this if I am just in neutral and revving the motor.
Does anyone know what might be causing this? It's not particularly annoying to me, I'm just curious.

when the car isnt under load you dont need to give it much gas to get the RPM's over 3k , if the cable is getting stuck after a certain point , or the throttle is getting stuck open for a moment after you release it . make sure the intake manifold is working correctly
also out of load , when the car is warmed up give it a few tries with the throttle , 25% throttle , 50 % , 75% , 100% throttle see if it gets stuck at any point

I think you guys are correct, and that it is the throttle cable. I did the experiment that Tem120 suggested and found that I could produce the same effect in neutral by quickly jabbing the throttle about halfway or so. I guess it's time for a new throttle cable.

I guess I could try a new throttle cable. Mine will stick around 1200 rpm. At a stop light, I can tap the gas past 2k rpm, and the idle will drop down to proper idle speed. Additionally, when the idle sticks at 1200rpm, I can turn on my a/c or turn on the running lights/headlights, and the idle will drop down to proper idle speed.

It's most probably coming from either the throttle body or the throttle cable. First disconnect the cable from the throttle and play with both of them. The one that doesn't move right is the one to investigate further. In my case the cable had the resistance, and replacing it solved the issue.
